Pike County Schools retain Summit Engineering in 2010 to assist with its plan to construct a new consolidated Middle and Elementary school near Millard. Summit prepared a site evaluation report for three sites within the target area evaluating site grading requirements, road access, floodplain issues, past mining activity, and development costs. The selected site was a sloped fill site created by highway construction. The preferred site concept developed by Summit created a level building pad on solid rock excavation, with significant regrading to create two levels of fill placement for use as athletic fields.
As part of the Road Adequacy evaluation, KYTC determined that a new left turn lane was needed. Summit developed widening plans, including a Mill & Inlay, and a reconfigured striping plan for the 4—way intersection on US460.
The site work and access road was bid and constructed in phases, beginning with a site earthwork phase that moved approximately 1 million cubic yards of material to reconfigure the site to meet program requirements. The access road design included 3,000 LF of roadway using both urban and rural templates. Pedestrian safety was the primary concern in designing the circulation patterns within the site.
Once the site was at subgrade, an on-site package wastewater plant, private water storage tank, and pump station were constructed to provide the domestic water and fire protection for the school, since the public water main in the vicinity could not supply sufficient flow or pressure to serve the school. The final building construction phase included curb and gutter, and paving access roads, and milling and overlay of US460 in the vicinity of the new entrance.
